Attestation of HEC Degree or Transcript Certificates

Every degree will be attested solely on its merits and applicant will no longer be required to submit information about previous or subsequent academic qualifications. As per revised policy, attestation seekers are required to submit degree(s) along with transcript(s) for only that degree program which they want to get attested from HEC. Therefore, applicants may be asked to submit degree(s) along with its transcript(s) only and the copy of CNIC/Passport (In case of foreign national) for attestation purpose.

Documents required for Attestation

  • 1- Duly filled-in Application Form and Challan Form or Courier Receipts in case attestation is applied through courier service.
  • 2- A clearly visible copy of valid Computerized National Identity Card or Passport (in case of Foreign National only) is mandatory.
  • 3- The applicant must submit that transcript and degree only which he/she wants to attest. Submission of Transcript/Result Card with degree is mandatory even if its attestation is not required.
  • 4- In case of professional degree/diploma, Registration and/or accreditation from relevant professional body.
  • 5- In case the documents are being presented by a person other than the degree holder, an authority letter for the authorized person from the degree holder along with a copy of CNIC of the authorized person duly attested by Grade-17 and above officer is required.
  • 6- A set of photocopies of CNIC/Passport and documents that are required to be attested, for HEC record.
  • 7- If applicant also require attestation of photocopies of documents then two sets of photocopies of educational documents may be provided. Please provide legible photocopies of educational documents to be attested having amply space for pasting of Attestation Ticket and signature & stamp.
  • – Copy of old CNIC with father’s Name / Nikahnama / Marriage Certificate only for those married female where name and father name mentioned on Degree / Transcript do not match with particulars mentioned on CNIC.
  • 9- Additional documents from case to case basis as and when demanded.

Procedure for online Attestation

  • 1- The Higher Education Commission (HEC) has introduced new Degree Attestation System (DAS) w.e.f. 29th May, 2017 wherein all applicants have to apply online for degree attestation by creating their accounts on HEC web link eportal.hec.gov.pk and complete their online profile.
  • 2- After completion of online profile, applicants will upload scanned copies of required documents and submit their application for initial examination. After successful examination, they will be informed by HEC via SMS and email to schedule their visit according to their convenience and subject to availability of time slots.
  • 3- Educational documents are attested and returned on same scheduled date.
  • 4- Applicants are advised to bring all the required original documents along with a set of photocopies (for HEC record) as well as printout of online application form & Challan Form on scheduled date and time.
  • 5- There are two modes: (a) Walk-in Mode (Self submission/Authorized person), (b) Authorized Courier Service Mode. An applicant can apply for degree attestation by self-submission or can authorize any person to get attestation of his documents on his behalf. The applicants living abroad as well as within country can also send documents for attestation through designated courier services where the courier service will be responsible for attestation and return of documents to applicant.   • 7- For HEC Islamabad only: Those walk-in applicants who have submitted their attestation fee manually in any HBL branch must verify their bank challan receipts from HBL Shalimar Recording Company Branch H-9, Islamabad before submitting applications for attestation.
  • 8- In case, there is any ambiguity or clarification required, please go through the “Procedure for Online Attestation”, “User Manual” & “FAQs”.   • 9- HEC provides facility of sealing of HEC’s attested documents in envelope (for WES/ICAS etc.) on request of applicants. All applicants are advised to keep photocopies of HEC attested documents for their record and future reference before placing in envelope for seal”.   • 10- The attestation fee for each Original document is Rs. 800 and for each Photocopy is Rs. 500.
  • 11- HEC attests the photocopies of degrees and transcripts only after attestation of the original documents.

For Domestic Applicants:

  • 1- HEC has officially designated the TCS Courier Company to facilitate the domestic attestation seekers for getting attestation of educational documents from all over Pakistan. In this regard, the applicants will hand over the application form, relevant educational & other documents, attestation fee and courier service charges at respective centers of TCS.
  • 2- The courier company would be responsible to get attestation of documents from HEC and return the same to applicants.
    If documents are returned un-attested due to any reason, then applicant may get refund of deposited attestation fee from TCS.

NOTE:

  • Applicants who intend to apply for attestation through Courier Service (TCS), MUST DEPOSIT attestation fee in relevant center of Courier Company. Fee deposited in bank or online will not be acceptable, in case applicant has applied for attestation through Courier Company.
  • Applicants are advised to ensure that their contact number(s), postal address and valid e-mail are given in the online application form, so that they can be contacted in case of any clarification.
  • All those applicants who apply for attestation through courier service and require documents in sealed envelope (for WES/ICAS etc.) are advised to inform the courier service company for arranging photocopies of HEC attested documents for their record before placing in envelope for seal.

For International Applicants:

  • 1- HEC has officially designated Gerry’s FedEx International, Islamabad, Pakistan to facilitate the attestation seekers living abroad for getting attestation of educational documents. In this regard, the applicant will send the application form, relevant educational & other documents, Bank draft to designated office of courier company.
  • 2- The courier company would be responsible to get attestation of documents from HEC and return the same to applicants.
